How does this letter-form communicate its location?

Croatia is represented through a rather traditional italic cursive script with flourishes on the first letter of each word and the German text written in a German-style blackletter script. Both scripts are high-contrast and include flourishes on the first letter of each word. A lot has changed since the Austro-Hungarian Monarchy, from politics and the government to technology and culture. Urbanization and time itself changed not only Zagreb's identity but the identity of the whole country. Because this street sign has a cultural and historical significance, it lacks function as a contemporary traffic signalization system. However, it showcases important values and historic letterform architecture that influence contemporary signalization systems.
