How does this letter-form communicate its location?

The rectangular discoloration suggests the sans serif low-contrast bold sign was painted using a stencil and red paint on a black background. The clear and simple letterform architecture complies with its function as warning signalization. The first line of text almost completely washed away is using a condensed font, while the middle line is using a wide font and the last line is using a regular middle-width font. This diversity can be seen when looking at the letters 'N'. Further observations suggest there are different tracking parameters within each line of text and the kerning parameters seem to be most in balance in the last line of text 'Napusti sklonište'.
