How does this letter-form communicate its location?

Modern street signs and designs use bright neon colors, create animation and movement of letters. I suppose it is also great for getting the attention of people, as China has one of the largest populations in the world, it is important to target their attention. Coming from the West for the first time to China, a person can be quite overwhelmed by the amount of information and text around. China, unfortunately, is not very “foreign” oriented, and rarely subtitles their signs/text in English, which I think is the main issue for foreigners here, as they rarely read Chinese.
