How does this letter-form communicate its location?

This is a typical instructional sign that one can find all over the place. There are several of these around the main commune building of my town, Sandweiler. It is a deeply carved, thick dark font on a light background, the lettering is monspaced and all caps and making it clear to read. This font and layout also give the sign an air of authority. The sign says "water is undrinkable" as it is placed on a fountain. In our society though, the use of this type of font carved into a plaque or placed on a sign gives of the feeling of "take me seriously".
