How does this letter-form communicate its location?

This example of former standard street sign plates is one of many variations still present in some areas of the city, this being my favourite. The used colors distinctively showcase the local and national identity. The condensed font enables the maximal use of space corresponding with the average word length. The sans serif font is readable and easy to understand. The red rim as well as the plate and font size are distinctive and easy to locate. The new sign signalization however lacks these characteristics. The modernization process led to a smaller plate and font size (see here). The new street name and historic description added to this sign can only be read if standing below the sign.
