How does this letter-form communicate its location?

I love no parking signs, particularly the homemade ones. Local housing is awash with them, on gates and garage doors. I think this is a particularly fine example. Someone has taken the time to make a proper sign, from metal, that they can attach to their gates. Yet it’s such a mess, badly stencilled and with blobby paint everywhere. It’s a thing of beauty. The message is stern but so earnest you can almost feel the frustration coming off it.
