How does this letter-form communicate its location?

The War Memorial displays (some of) the names of the Basingstoke men who lost their lives in the First and Second World Wars. The style of the numbers intrigued me, the exaggerated curviness of the numbers three and nine and the flat-topped eight are unlike anything seen nowadays. The names themselves have been set with almost no space between each one, with just surnames and initials featured, which is likely due to limited space. The slate seems to have been slightly misjudged, with a much larger blank space on the right side in comparison to the left.
