How does this letter-form communicate its location?

The neighbourhood I live in used to be the richest part of Athens and now is the poorest part. Graffiti lines every building that I walk past. This hand written typography I feel depicts my area. Migrants and refugees reside in this neighbourhood, and not many Greek people. That is why I chose this piece of graffiti. It is not Greek but could be a language spoken here. I found the use of curls on each letter really intriguing and wonder if it is just a scribble or if this person had something to say about their life situation here in Athens.
