How does this letter-form communicate its location?

The typography found in this street sign is interesting because it is a mix between a modern and an older serif font (in my opinion). Furthermore, one could presume that the white letters on the white background would not have a great enough effect to be easily readable, however, because some of the paint looks weathered and looks as though it has come off over time, we are able to read the words clearly and presumably from a distance.
