How does this letter-form communicate its location?

This sign outside Al-basem shopping mall clearly shows the name of the mall. From my first impression, it's too flashy, and it represents the period when visiting a shopping mall was not a normal activity for the poor, but the rich . Neon advertising first appeared in 1969. This sign shines at the entrance , bringing pleasure to customers. The sparkling gas and exquisite lamp tube that the LED doesn't have is amazing. Many Saudis love glowing neon lights because they are a sign of luxury and modernity. This brings a combination of history to a contemporary sign with it’s bow lettering, with wide kerning but the spacing is not consistent which adds to the uniqueness of the letterforms.
