How does this letter-form communicate its location?

This was one of my favourite signs that I found. I just love how it actually looks distorted, as if someone has resized the image and squeezed it together too much. It is a very condensed typeface, but even the curves on the difference between the thickness on the vertical part of the E compared to the horizontal parts, it looks warped. I thought it had character similar to the nizioletti signs. I also think the worn rusty coloured fence also helps with its rusticness.
