How does this letter-form communicate its location?

Hertford Street is a shopping street that branches off the square of Broadgate, which has been the central shopping location in the city. In this area, there are numerous hidden iconographic features that represent the history of the city. This sign has not been modernised throughout my entire life and sticks to the classic Coventry colours of sky blue and white. Again in Serif style however this time the text is a lot smaller than you would be expected to find on a sign that is highlighting a specific area. I find this interesting as I question why this was done but also consider how this may differ from other parts of the world and their use of grab your attention, unavoidable signage (eg. Ed Fella).
