How does this letter-form communicate its location?

This fire hydrant is in front of the National Theater Mannheim. It must have been around for several years. The weather causes the paint to flake off, resulting in a dramatic picture. Fitting to the theatre which is right next door. As my research has shown, the hydrant model is from the “Vereinigte Amaturen Gesmbh Mannheim” and can be dated back to 1938.
