How does this letter-form communicate its location?

This sign can be found as I walk to work on the bridge over the busy Central roads below. They are renovating the area where this is found. The connection between the Chinese and English makes me wonder about the cultural connection between Hong Kong’s past relationship with England. The English serif typeface clean and respectful, it doesn’t to me represent energy (the colour does). The Chinese however even though I can’t read it, gives a sense of hand written and there is something active about it. The space between and around the sign offers us this disconnection too.
