How does this letter-form communicate its location?

The city of Geneva have an amazing botanical gardens to visit and get inspiration. This wrought iron chair has the name of the location neatly hand written in black permanent pen so not to wander off. As the chairs are light weight to carry I think some may have left the gardens so there was an immediate necessity to stamp them. Someone with a permanent ink pen had the job of neatly writing on all the chairs using capital letters accent on the E of Genève and dots on the i's. The ink was not very absorbent on the painted white metal or perhaps it was beginning to run out hence the which gaps inside the lettering. The person in charge probably thought this was a quick and efficient way of claiming the chairs rather than waiting for the process of getting something more professionally done.
