How does this letter-form communicate its location?

We often visit hospitals but we don't notice the sign board for some reason.I recently this sign board and was drawn to how artistically its written.Most government offices use black lettering on yellow painted boards for better visual attention.The forms are perfectly spaced out and it almost looks eligible for any signboard.This is like seen everywhere in Kerala and people know that it is important name of a place from the design itself.The sizes of the words are in different sizes from thin to thick.The style is also written different when you notice the same letter but written in different variation.
