How does this letter-form communicate its location?

The Dr William Oliver plaque is dedicated to remembering the physician and philanthropist, who also invented the Bath Bun and the Bath Oliver biscuit. It seems to have been made in a bronze or aluminium cast which has turned completely green over time and is situated on one of Bath’s small cobbled side streets. The words aren’t quite perfectly spaced which makes you wonder about the importance of the sign. Funnily enough, it sits above a Belushis bar – a chain of sports bars frequented by students, which shows how new businesses have moved into a still very historical looking city.
