How does this letter-form communicate its location?

The worst example I could find that illustrates the anything goes attitude of this street's commercialism and attempt to stand out as a visual. It is actually really difficult to read but I guess you can't accuse them of not using modern technology and to be honest you don't really see it anyway due to being hit with the barrage of signs in the window vying for your attention.
