How does this letter-form communicate its location?

A board between a clinic and a Korean chicken restaurant. Filled with torn up sticker adverts promoting licensed money loan, cheque exchange, lorry for hire and bank loans. The sticker advert culture is big in Malaysia and it’s an ongoing issue between vandalism and self-promotion. These stickers over time wear out and new ones would come flooding in. Tearing out of the old ones don’t get rid of them immediately and instead still leave a mark. Regarding the effectiveness of reaching people, I’d say it’s ineffective considering people usually walk past and ignore it especially if you frequented this area.
