How does this letter-form communicate its location?

A pillar between a Thai restaurant and a mini store for goods and medicine with stamped text promoting licensed money loans. I found this interesting because I hadn’t come across this before despite walking around Taipan many, many times. Perhaps it’s the delicate outcome of stamping or the choice of fonts (even with the Chinese characters) but the contrast is ironic. It looks classy from afar but understanding the context and possibly linking it to loan sharks than their title of “licensed money loan”. Unlike the sticker adverts, this would last for a long time and it’s a quicker execution… I’m curious to see if I can find this same pillar in a few years.
