How does this letter-form communicate its location?

This was one of my favourite discoveries on my walk around the neighbourhood. I was attracted by the unique shade of green that seemed quite disarming at a glance — it was both vibrant and muted at the same time — it was surely not produced by a pantone colour chart, and I thought it might have been moss. Upon closer inspection, it was revealed to be made up of numerous shards of glass from beer bottles embedded within grey concrete. The letterforms themselves were more unique than hardware signages around the area, featuring calligraphic chinese letters with wide, high-contrast sans serif roman english alphabets.
