How does this letter-form communicate its location?

Light up letters (metal and light bulbs) in a state of disrepair above the main entrance to the Library. The very idea to use a marquee letters, associated rather with theatre, casino, or hotel of the bygone era, for a library is quite peculiar. Probably, when installed, it was supposed to emphasize the library role as a local cultural hub, yet today it is rather a sad evidence of years of underfunding of local services, the results of politics of austerity and financial cuts. It also draws attention to the role of library in a digital era.
