How does this letter-form communicate its location?

This sign was painted by Tozer Signs on chipboard covering a derelict looking building used for music lessons for ‘Weston Wallz’ an expansion of Upfest. I’ve selected this due to its hopeful and cheerful use of colour. There are other artworks spotted around town in an attempt to bring art and culture into rejuvenated areas. There’s also the strong links to Weston College and association from when Banksy had Dismaland.
